Board of Directors
Centennial Infant and Child Centre is a non-profit corporation governed by a volunteer Board of Directors. The Board strives to reflect the community served by Centennial. It supports the philosophy which makes Centennial unique.
Ten board members are elected by members of the Centennial community and serve an annual term, renewable for up to six consecutive terms. The Board meets approximately nine times a year to make decisions and provide direction to the operation of the Centre.
Rachel is a Kindergarten teacher with the Toronto District School Board. She holds a degree in English Literature and a degree in Education from Queen’s University. Rachel is married and has three daughters. She became involved with Centennial when her twins attended preschool at the Centre for 2 years.
Sneha Bhat, CPA, CA
Sneha works at Weir Canada Inc. Prior to joining Weir, Sneha worked at Onex Corporation and Koster, Spinks & Koster LLP. She holds a BSc in Biotechnology/Chartered Accountancy and a Masters in Accounting from the University of Waterloo.
Adham El-Behairy, CPA, CA
Adham is the Chief Accounting Officer at GMP Securities L.P. Prior to joining GMP in 2011, Adham was VP Financial Reporting of a large NYSE-listed insurance firm.
Karen Damley, CPA, CA
Karen is a seasoned executive with broad North American financial services experience. An innovative leader with demonstrated ability to deliver results, her specialties include strategy, marketing, finance, analytics, general management and financial literacy. She also has a MBA from the University of Toronto and has served on various not-for-profit boards and committees for over 25 years.
Director & Secretary
Tonia, has 13 years of experience in the Health Care Industry. She has completed her Masters of Industrial Relations at Queens University, and holds a B.Comm. in Human Resources from Ryerson University. Tonia has a proven track record of producing results with limited resources. She is motivated to ensure that every child has the opportunity to excel through access to the program and its services.
Lisa Lawler, p.Eng
Lisa has over 25 years of experience in the energy industry, with significant experience in natural gas engineering, operational and enterprise risk management. She has led large teams to deliver demonstrable improvements in results. Lisa is married with twin boys. She has a degree in Chemical Engineering from the University of Waterloo, and a Technology Oriented MBA from Wilfrid Laurier University.
Deborah Starkman, CPA, CA, CFA
Deborah Starkman is the Chief Financial Officer and Corporate Secretary of GMP Securities L.P. She is responsible for the firm’s global finance function, including regulatory and external financial reporting, performance measurement, risk management, liquidity and capital management and tax reporting. Prior to her appointment in September 2012 as CFO, Deb was Head of Regulatory Reporting and Risk Management. With over 20 years’ experience in the capital markets industry, she brings a deep level of knowledge and insight to her role. Deb is also involved with several charities including serving as past Treasurer of Centennial Infant and Child Care Centre and past Treasurer of Myalgic Encephalomyelitis.
Julie is a retired teacher. Her expertise covers the areas of Special Education, Music and French. She has worked with children with special needs for over 40 years.

Each committee, except for Nominating, meets at least three to four times per year. The Nominating Committee meets as needed.
