EARLY INTERVENTION (EI) PROGRAM (for children from birth to five years)


A home-visiting program for Toronto families with children who have a delay in two or more areas of development or are at risk for delays due to premature birth or other complications.

Children in day care or school are not eligible for the service.

How it Works

  • EI professional visits home to observe the child and discuss needs of family

  • Together, the family and EI professional create a plan to work on goals for the child

  • EI professional coaches and demonstrates activities to be practiced between home visits

  • Referrals are made to other services if needed (with family permission)

  • EI professional assists with transition to CICC integrated preschool, daycare or kindergarten

  • Family leads all decisions about goals and services


Program Fee

  • No cost to family

  • Funded by the Province of Ontario and the generosity of the CICC Foundation's donors


Who Coaches the Family and Child?

  • Nine Early Intervention (EI) professionals with training and experience in Child Development, Early Childhood Education and Nursing

  • Occupational Therapists available to any children referred by the EI professional
    -Informs EI professional and parents about positioning, sensory concerns, hand        skills and feeding
    -Assesses child and provides a report with recommendations
    -Reassesses based on child's progress
    -Suggests further assessment/therapy, outside of EI program, to parents when appropriate


Other Services: Parent/Infant Group

  • Operates Friday mornings for 8-10 weeks, in Etobicoke, several times per year

  • Planned and supervised by Early Intervention staff

  • Parents encouraged to engage their children in gross motor and sensory activities, play time, snack and music experiences

  • Other health specialists share information on topics of interest


Referral to EI Program

Parents, caregivers, and health-care professional can refer- no diagnosis is required
